Ukrainian President Volodymyr Zelenskyy met US envoy Steve Witkoff in Oslo on Tuesday for talks hosted by the leaders of Norway and Finland. Reuters reported that Jared Kushner joined remotely. The meeting came as Kyiv sought additional Patriot interceptors and assurances about US intelligence and satellite support after another Russian assault killed nine people, according to the Associated Press.

What matters

The meeting offers a channel to address worsening distrust, but it produced no announced settlement at publication. Specific air-defence support and reliable intelligence sharing matter more than the fact of talks alone.

Relations have become increasingly strained. Ukrainian officials have complained about delays in early-warning information and other assistance, while President Donald Trump has renewed criticism of Kyiv and promoted contacts with Moscow. US Secretary of State Marco Rubio denied that Washington was deliberately slowing intelligence sharing. Those positions remain disputed, and no evidence of a formal US cutoff was presented in the reporting available at publication.

Oslo offers a channel for managing that rupture, but the meeting itself is not a peace agreement or a guarantee of new weapons. Al Jazeera also reported the talks and the participation of Witkoff and Kushner. No joint settlement or ceasefire proposal had been announced when this article was published. The immediate measures of progress are whether Ukraine receives specific air-defence commitments, whether intelligence flows are clarified and whether any diplomatic proposal addresses security guarantees rather than only a pause in fighting.
